Council considers tax break for senior living center

At their Dec. 8 committee meeting, Pensacola City Councilmembers will consider a tax break for a $16 million senior living community being built in northeast Pensacola. Summer Vista, an 89-unit apartment complex will be built on the site of the old Pensacola Racquet Club at 3450 Wimbledon Drive. Hardcourt Development LLC is developing the project, which is scheduled to open in the spring of 2016. The 75,138-square-foot community will be constructed by The Douglas Co. It will feature a secured wing of 22 memory-care apartments for residents with Alzheimer’s or dementia, as well as apartments that open up to a living room area instead of a hallway. Hardcourt has applied for an Economic Development Ad valorem Property Tax Exemption for 75 percent of the value of the property improvements for the project. The EDATE would total up to $10,725,000 over 10 years. If approved, the city would forego up to $46,000 in ad valorem tax annually for 10 years. The development’s location, off Summit Boulevard near the Cordova Park neighborhood, is outside the city’s Enterprise Zone. Projects in the city’s enterprise zone are automatically eligible for EDATE’s. Those outside it may apply and are evaluated based on: industry type, amount of capital investment, number of current or proposed employees, project location and design. The project scored 90 out of a possible 175 points on that scoring scale, making it eligible for 75 percent tax abatement. Two City Councilmembers are listed as members of the investment group that is proposing the facility: Larry B. Johnson and Brian Spencer.
