Rolling Hills landfill fined for violations

Escambia County Code Enforcement on Tuesday cited owners of Rolling Hills Landfill for failing to comply with a court order to bring it into compliance.
During an inspection of the area around the landfill, code enforcement officials found the landfill at 6990 Rolling Hills Road failed to comply with a ruling issued by a special magistrate.
Gloria Horning has been working with neighbors in Wedgewood voicing their concerns about Rolling Hills and other pits in the area.
“It’s a start,” Horning said. “The people in the community are excited about this one step, and they’re going to hold strong. Finally, some justice is prevailing.”

The violations included a noticeable offensive odor outside the landfill's property line and a clearly visible mound outside the landfill's fence.
The management of the Rolling Hills Construction and Demolition Debris Landfill will be fined $200 daily for each violation until they are corrected, according to the magistrate’s order.
In the March 13 ruling, the magistrate gave Escambia County the authority to take appropriate steps to stop the flow of truck traffic into the Rolling Hills CD&D landfill property, if necessary, if the violations are not corrected by May 14.
Horning noted that citations from the Department of Environmental Protection against the facility date back seven years.
“Had the state and local government enforced the laws and regulations and ordinances in place, we would have never been in this position.”
