State group may help Santa Rosa find new administrator

Santa Rosa County may be getting some profession help in recruiting its new top bureaucrat.
The Santa Rosa County Commission is set to discuss a proposal from the Florida Association of County Managers to help recruit a new county administrator at this morning's meeting, which starts at 9 a.m. at the Santa Rosa County Administrative Office Complex, located at 6495 U.S. 90, Milton (behind McDonald's).

This spring, County Administrator Hunter Walker announced he would be leaving the job in December. He will have served 20 years in the position.
"A county's selection of a county administrator is one of the most crucial decisions a Board of County Commissioners makes for its community," association President Vincent Long wrote in a letter to the county. Long is the county administrator in Leon County.
"The professional execution of County Commissions' policy decisions is the foundation of a healthy, thriving county. In recognition of the importance of this selection, the association has launched a new initiative to provide recruiting guidance and peer review services to those counties that desire assistance."
For $5,000, the association would:
— Update commissioners on the best practices for the recruitment process.
— Recommend recruitment techniques and advertisements wording and placement.
— Help the county develop a list of characteristics and attributes of a successful candidate, the appropriate selection criteria and a suggested selection process and timeline.
—Facilitate a volunteer group of current and/or former Florida county administrators to review the qualifications of the list of candidates, as the list is identified by the county for review, and to report the findings to the county. This group would review external candidates only with review of internal candidates being the responsibility of county staff.
— Recommend a short list of external candidates for consideration.
Other items on the agenda include:
— Discussion of proposed rates for 98 municipal service benefits units for the 2015-2016 budget year. MSBUs are special taxing districts used to fund services like fire protection, road paving and neighborhood lighting in areas where those services may not otherwise be offered to the level of service local residents would like.
— Discussion of renewal of contract with Lewis Funeral Home for indigent body removal/storage and cremation services. Currently, the county pays Lewis $295 to remove a body, a minimum of $300 to store a body and $300 for cremation. Lewis has facilities in Milton, Pace and Navarre.
— Scheduling a workshop for the week of Aug. 10 with the county's lobbyist, Johnson-Blanton, Inc, to discuss priorities for the 2016 legislative session.
